We will be taking the PTR down later today to update to the latest build.
The Servers are going down now (11:30 AM PST) and the expected downtime is four to six hours.
The patch notes currently displayed on the main PTR page are for the upcoming build, until this build is available for testing please refrain from creating new threads about the changes.
The PTRs are now live with the latest build.

It is correct that it has been nerfed slightly, but it was done based on a need for consistency of values.
The developers felt that it was a bit strange to have the progression jump from 4 to 6 rather than a 1%, 2%, 3%, 4%, 5%.

A clarification: this change was done to tweak the potential burst damage of the Elemental Shaman. The reason Call of Thunder was chosen was that reducing the gain from the 5th point in the talent would also make the gain per point in the talent consistent.
