Sometime today we'll be pushing new data to the PTR Tournament realm and once the update is made, players will now randomly spawn into one of the following locations upon character creation:

Sen'jin Village
Orgrimmar
Camp Narache
Deathknell
Sunstrider Isle

We are currently in the process of creating a lot more starting locations to ease congestion for the vendors. As a part of these new starting locations, we are also currently testing random spawning for newly created characters, which should evenly spread the population throughout all vendor locations. If you create a new character now and log into the Arena Tournament Test Realm it is possible to load into an incorrect location with no NPCs. The World Event Team has activated the revamped Midsummer Fire Festival on the PTR. The primary focus of the PTR testing is still on the content of the Isle of Quel'Danas, but if you could spare some testing time to review the holiday, we'd greatly appreciate it!

You can visit any capital city -- including Shattrath -- to begin most quests involving the holiday.

I feel I must add my 2 cents in here, even though it is tantamount to urinating on a forest fire (ie. ineffective).
I have noticed a definite trend with respect to annual events. Those of us who didn't start playing WoW from release are getting a nice groin kick on a regular basis. It appears that all of the 'flair' items - things that just look neat or do cute things - are routinely becoming unavailable to everyone who didn't get them the 1st time aro...
